Use the flat side of a big knife to finely chop the garlic, season with 1 1/4 teaspoons of salt, and mash into a thick paste. Combine the cilantro, oil, mango, scallions, habanero, lime juice, and garlic paste. To give the flavors a chance to mingle, set aside for at least 15 minutes. Serve with tortilla chips for scooping and more salt to taste.
